  quality package to reinforce schemes, gives guidelines for labelling  

the european commission has adopted a new policy package on food quality standards that aims to reinforce the pdo-pgi scheme, streamline marketing standards, and provides guidelines on use of voluntary labelling schemes. the aim of the quality package , which is the result of three year stakeholder consultation effort, is to guarantee quality to consumers whilst ensuring farmers receive a fair price for produce. it is said to unite and simplify several existing pieces of legislation, and is the first step towards a complete overhaul of agricultural product quality. the legislative elements of the package will now be subject to discussion and adoption by the european parliament and council of ministers, with final adoption expected in 2012. dacian cioloş. commissioner for agriculture and rural development, said: "farmers, who are under pressure from the economic downturn, concentration of retailer bargaining power, and global competition, need the tools to better communicate about their products to consumers. this quality package is a first step on the path of building on a stronger and more dynamic farming sector which will be followed by other initiatives". further work is to be done on to study the special circumstances of small-scale producers, who may find it hard to meet the conditions and be excluded from lucrative markets; and the special circumstances of mountain producers. once these studies have been completed, the commission says it may propose follow up. pgos, pgis , tsgs the first is a proposal for a new ‘agricultural product quality schemes regulation’ to reinforce the existing protected designations of origin and geographical indications ( pdos and pgis), to overhaul the traditional specialties guaranteed scheme (tsg), and to give a framework for developing optional quality terms such as ‘free range’ and ‘first cold pressing’. introduced in 1992, there are now more than 950 pdos and pgis for products linked to a geographical area where at least one processing step takes place, with a combined wholesale value of €14519m in 2008. the proposal aims to shorten time delays for registration and iron out legal uncertainties, especially in the case of wine. international use is also taken into consideration in the definitions, the roles of applying member states and groups are clarified, and level of protection provided is reinforced and clarified. as for tsgs, of which there are currently 30 registered, it is proposed to define ‘traditional’ as ‘proven usage on the domestic market for at least 50 years’. at present only 25 years of proven usage are required. marketing standards the second element is a proposal to streamline the commission’s adoption of marketing standards, laying down product definitions and categories, minimum required characteristics, and labelling requirements, such as place of farming. voluntary schemes the third is new guidelines on best practices for using voluntary certification schemes and labelling products using geographical indications as ingredients. a recent study of schemes existing on the market identified a total of 441 in operation, covering mainly meat, fruit and vegetables, and dairy products. the commission says these schemes are increasingly used by retailers and farming groups to communicate about product characteristics and production methods; some 90 per cent are business-to-consumer and 10 per cent business-to-business. the guidelines cover aspects such as transparency and non-discriminatory criteria, supervisory structure, use of technical experts and consultation, inspection criteria and continuous development. the guidelines are applicable immediately.

eu lawmakers demand stricter food-labelling rules

the european parliament backed a proposed requirement for companies to label the energy, sugar, salt and fat content of their foodstuffs on the front of packages, and added protein, unsaturated fats and fibre to this list. voting in strasbourg, france, meps also added a requirement for country-of-origin labels on meat, dairy, and fruit and vegetables, as well as meat and fish products used in processed food -- a move that opponents called \"protectionist\". more

council clears tougher food labelling proposals

european food manufacturers will soon have to label the complete content of all foodstuffs as the european commission's proposal for an end to the '25 per cent' rule was endorsed yesterday by the european council. the new proposal forms part of an amendment to the food labelling directive (2000/13/ec oj l 109, 6.5.200 (1)), intended to ensure that consumers are aware of all ingredients present in foodstuffs and, in particular, to enable consumers with allergies to identify any allergenic ingredients that may be present. more

wal-mart unveils major health initiative

wal-mart stores has announced plans to reformulate thousands of its packaged food products including slashing sodium by 25% and cutting sugars by 10% by 2015. the world’s largest retailer unveiled the plans at an event in washington yesterday (20 january), attended by michelle obama. wal-mart said the initiative aims to build on the success of the first lady’s ‘let’s move’ campaign to “make healthy choices more convenient and affordable for families”. more

spain taking the healthier path

spanish food consumption increased by 1.9 per cent last year compared to 2001, according to the latest data from the country's ministry of agriculture (mapa) announced this week by agriculture minister, miguel arias cañete. the figures confirm the continuing increase in annual food consumption which began in 1997. the figures are based on food consumption and expenditure data from 6,000 households, 700 hotels and restaurants and 200 catering organisations. more

food safety concerns on the up

warranted or not, it comes as no surprise to learn that there is growing concern among uk consumers over food safety. according to new research from mintel, 41 per cent of adults were concerned about the safety of food in 1997, while in 2002 this figure has risen to 44 per cent of consumers. the report revealed that there is a considerable difference in attitude between men and women with over half of women (51 per cent) worried about food safety, compared to just 36 per cent of men. more

beverages meet legal preservative limits, says uk survey

soft drinks on sale in the uk were seen to have a near 100 per cent compliance with maximum levels of benzoates and sorbates used as preservatives, a survey by the food standards agency has shown. benzoates and sorbates are often used in soft drinks to prevent growth of yeast, mould and bacteria and to extend shelf life. both classes of additives are regulated by the miscellaneous food additives regulation 1995; the max level for benzoates is 150mg/l, and for sorbates is 300mg/l when used alone, or 250mg/l when in combination with benzoates. more
